Hong Kong SAR Policy Address 2009-2010 (14/10/2009)

Hong Kong Chief Executive, Mr Donald Tsang presented the Policy Address 2009-2010 to the Legislative Council on 14 October 2009. Mr Tsang reported the progress of existing green polices and set out the way forward for energy efficiency, air quality, promotion of electric vehicles, cleaner manufacturing, green procurement and waste management.

Some highlights of these policies include:

  • Continuing Hong Kong’s existing APEC commitment  to reduce its energy intensity by at least 25% by 2030, compared with 2005 levels; and continuing the Hong Kong government’s consultancy study on strategies and measures to cope with climate change. Read more
  • Collaborating with the National Energy Administration and energy enterprisesto maintain the supply of nuclear electricity and liquefied natural gas. The Environment Bureau (ENB) has started to explore with the two local power companies ways to raise the proportion of using natural gas for local electricity generation from the current28% to 50%.
  • Encouraging carbon audits in buildings toreduce carbon emissions, promoting the replacement of incandescent light bulbs by compact fluorescent lamps (CFLs) and planning to implement the second phase of the Mandatory Energy Efficiency Labelling Scheme. Read more
  • Working with the Guangdong authorities to establishpost-2010 emissions reduction arrangements to further improve the regional air quality.  New Air Quality Objectives (AQOs), comparable to the interim targets of the World Health Organization (WHO), and long-term air quality management strategies will be formulated.
  • Collaborating with electric vehicle manufacturers to supply around200 electric vehicles to the market in the coming financial year and working with the two local power companies to launch a leasing scheme of electric vehicles by the end of 2010.
  • Expanding the scope of the five-year“Cleaner Production Partnership Programme” to provide technical support to Hong Kong-owned factories in the PRD Region on emissions reduction and control.
  • Expanding the green procurement list of the HKSAR Government. The HKSAR Government is gradually replacing conventional traffic signals withlight-emitting diode (LED) traffic signals.  
  • Formulating specific arrangements for eligible Hong Kong enterprises to participate inClean Development Mechanism projects in the Mainland
  • Planning to consult the public on the introduction of aProducer Responsibility Scheme for electrical and electronic equipment at the end of this year.
  • Formulating the Environment and Conservation Fund, which will provide a subsidyfor schools to install environmental equipment.
